Yes, they do. Although it's not really "non-inscribable," but rather "weapons without inscription slots" - so it doesn't include Tyrian/Canthan-style with inherent mods. But yeah, as far as I can tell, every weapon that comes without an inscription slot is automatically going to have a deathbane mod.

I disagree. After many hours of raptor farming I have seen multiple gold weapons with deathbane mods and no inscription slot - and noted the correlation. However I have had (on rare occasions) weapons with no inscription slot and a suffix other than deathbane. I can't prove by means of a screenshot but I'll try to the next time one drops for me.
